TLDR I wanted to redo my resume so I designed a layout in Inkscape and investigated several tools to implement my design. Scribus was the one I selected and I feel it's an excellent choice for resume design. But Scribus itself has a large learning curve and you really need to be using styles correctly to get the most out of it. This may discourage a lot of other users.
